Assemblea regionale sabato 27 marzo 2021, alle ore 17:00Il nuovo governo di Mario Draghi, sostenuto da larga parte delle forze politiche presenti in Parlamento, sin dall’insediamento non ha lasciato adito a dubbi sul proprio schieramento e sulle politiche che vuole mettere in campo tanto sul piano interno che su quello internazionale.Sul piano interno, nonostante gli allarmanti numeri sulla povertà e sull’aumento delle diseguaglianze sociali come conseguenza di una gestione dell’epidemia che ha approfondito la crisi economica già in atto, il Presidente Draghi, sin dal discorso di insediamento, ha ribadito come priorità del suo governo il sostenere le imprese e compiere le riforme (cioè altri giri di vite innanzitutto sui diritti dei lavoratori) necessarie alla crescita e al rafforzamento della competitività del sistema Italia nel mondo.Sul piano internazionale, con entusiastiche dichiarazioni europeiste e filo-atlantiste, il Presidente ha confermato tutti gli impegni al fianco degli alleati. La recente candidatura ufficiale per il ruolo di guida dell’Italia nella missione NATO in Iraq – che comporterà un aumento delle “nostre” truppe, già oggi il secondo contingente dopo quello USA -, conferma che l’Italia, proponendosi come alleato privilegiato di USA e NATO, punta a difendere meglio il ruolo e gli interessi specifici del capitale nazionale su scala planetaria.Per il raggiungimento di questi obiettivi il governo Draghi è ancora più determinato del precedente a dare un’altra sterzata in direzione di una maggiore centralizzazione delle decisioni per frenare i tanti interessi contrapposti e, innanzitutto, per prevenire e stroncare un’eventuale rivolta dei settori impoveriti dai lockdown e dalle misure anti-Covid.Le nomine:di un militare, il Generale di Corpo d’Armata Francesco Paolo Figliuolo, come nuovo Commissario straordinario per l’emergenza Covid-19dell’ex capo della polizia Franco Gabrielli a sottosegretario alla Presidenza del Consiglio con deleghe ai Servizi segreti e alla sicurezza nazionale, con il ruolo di super commissario nella gestione dell’emergenza Covida Ministro della ‘Transizione Ecologica’ di Roberto Cingolani, Responsabile tecnologia e innovazione della “Leonardo Aerospace”, principale azienda di stato del complesso militare-industriale, nota per la produzione di armamenti e per discussi accordi commerciali con Paesi come Turchia, Emirati Arabi, Arabia Saudita ed Egitto,evidenziano un ulteriore passo avanti nella blindatura securitaria/repressiva e del militarismo, che pervade ormai tutti gli aspetti della vita sociale.La gestione della pandemia, descritta sin dall’inizio come uno scontro bellico, e l’utilizzo dei militari nelle corsie degli ospedali, per fare tamponi, distribuire e somministrare i vaccini, è stata usata, infatti, per valorizzare il ruolo “insostituibile e risolutivo” delle Forze Armate il cui unico scopo sarebbe servire i cittadini e la patria tanto nei confini nazionali che fuori di essi.Questa legittimazione sta andando di pari passo con l’aumento delle risorse destinate al rafforzamento e all’ammodernamento delle Forze Armate e con il crescente impegno in favore del sistema militare-industriale.Le dichiarazioni del Ministro della Difesa Lorenzo Guerini all’incontro Nato del 17-18 febbraio sull’impegno dell’Italia ad aumentare la spesa militare (ben oltre i 30 miliardi già previsti per il 2021), sia in risposta alla richiesta di un maggior contributo finanziario alla NATO sia per consolidare la cooperazione ed integrazione europea in materia di sicurezza e difesa, non fanno che confermare e accrescere la nostra preoccupazione per le future scelte sia in politica estera che in economia.Persino la messa a disposizione dei fondi europei (SURE, MES, Recovery Fund, anticipo dei fondi strutturali) per far fronte alle conseguenze sociali ed economiche della gestione dell’emergenza Covid, si è trasformata in un’occasione senza precedenti per destinare risorse all’apparato industriale-militare.Infatti, come denunciamo nella nostra pubblicazione, un’ampia fetta delle risorse straordinarie relative al Next Generation E.U sarà destinata al complesso militare industriale.Non c’è dubbio che la scelta di Draghi di affidare la Transizione Ecologica – l’area di intervento più importante nell’ambito del Next Generation E.U – a Roberto Cingolani, uomo della Leonardo, non potrà che consolidare quella direzione di marcia.Vista la centralità assunta dal Recovery Fund e più in generale dalle risorse destinate alla sanità pubblica nella discussione tra gli stessi attivisti, come realtà antimilitariste campane abbiamo prodotto un nostro opuscolo di controinformazione, denunciando l’ulteriore militarizzazione della società, il continuo aumento delle spese militari e l’utilizzo anche del PNRR per sostenere strutture belliche, a danno dei necessari investimenti sanitari e sociali.L’opuscolo, che alleghiamo e che potete scaricare all’indirizzo sotto indicato, affronta anche altri temi. Su tutti, come spieghiamo nell’appello e nelle conclusioni, il nostro obiettivo centrale è aprire un confronto come premessa per un’unità di azione contro il militarismo crescente nella nostra società e contro gli interventi militari con i quali le grandi potenze, a partire dal nostro Paese, impongono le loro politiche di saccheggio e sfruttamento di altri popoli.È dunque il momento di avviare come primo passo un incontro tra tutti gli individui e le realtà campane sensibili a questi temi; è importante farlo innanzitutto nella nostra regione, da sempre caratterizzata da un’occupazione militare asfissiante e gestita negli anni con metodi repressivi che hanno sottratto ai cittadini perfino il diritto di manifestare o di difendere i propri territori dalla devastazione ambientale.
